Affirmative Action is Not a Quota System

Senator McCain has announced he is against Affirmative Action, equating it with quotas.
I did Personnel work in two agencies of the Federal Government from 1970 to 1989. In that time I prepared Affirmative Action plans. At no time did I ever include quotas in those plans. The plans I wrote up and were sent to my management only had goals based on trying to achieve a workforce that was representative of the population at large.
In all that time in Personnel work, the only instance of selecting a person for a job based on race, that I know of, was when President George H.W. Bush selected Clarence Thomas for the U.S. Supreme Court. The criteria for selection was that the nominee be conservative and black.
Incidentally, the persons who mainly benefit from Affirmative Action are not minorities, but women. Females represent over half of our population but generally have not achieved 50% representation in the most sought after jobs. Shouldn't that be our goal?
